Unfortunately, there aught to be higher standards, then the award would mean something. Check out this recent winner and disable your javascript for the page. http://www.flemmingbusinessservices.com
All you get is an image (no text, and no alt tags) telling you the page may not display properly without it. And of course, the page does not display at all. Yeah, that's good coding deserving an award!

Not to blow your good time, but I once submitted a domain that didn't resolve and won. They never even looked...or it was the best 404 page they'd ever seen. ;)

Same with Bear, i closed a site and submitted and won
