I'm sure you'll find I have some of the cheapest prices around and if your not happy with my work I'll return your money

This kind of post works good for hosts but not for web designers. I know I could be totally wrong about this but let me explain:

Web hosting is a set pricing structure (with the exception of dedicated hosts and special contracts) with set features. It's easy to say "I offer PHP/mySQL/mod_perl/mcrypt".

Web design on the other hand has an extreme spectrum in pricing. There are some exceptions (I myself have offered special "deals" with set prices for small businesses) but for the most part a good web development company would not be good if the TPP doesn't change at least a few times. You can make an argument like "... but I only know PHP/Perl". That's why there's outsourcing, if the customer wants something done in a different language or the site will run faster in say GNU Lisp then it should be outsourced.

The best analogy I can come up with is a web host being the supplier, "I make boards that are 2 feet long and 2 inches wide" and the web designer being the architect, "You want a Victorian style house... that's great! We'll work from there".
