Hard to answer unless you are more specific. Do you mean someone who's being a paid an annual salary, or do you mean a contractor working on an hourly basis? Working under W-2, or I-9? And "web designer/developer" is pretty vague, the answer would vary by what specific skills the person has and which skills are actually being used.

With all those caveats, here in New York I'd say between $18k and $40k annually for someone working a full week.
