Would it be illegal if somebody hosted a page that gave information of pirated releases of movies, mp3s and also the IP number for access to a server?
Is there actually a law against that, or do they have to be hosting the files on the server?

It depends on what kind of information it is. A site about other sites that host illegal content as a warning and a "lets get these guys and make sure their hosts don't host them anymore and their IP's are blocked by ISPs all over the world" should be OK. But I guess that's not why you ask...

I think providing actual links for download would be illegal
But just providing recent release information is not.

My own thought on this (purely speculative) is that providing factual information on it wouldn't in itself be illegal, but hosting the content itself would be. I compare it to a TV show in Canada called Exhibit A. Exhibit A is a show that demonstrates how forensic science is used to establish exactly what happened in a crime and who was found guilty, so to a certain extent it gives information on how to commit a criminal act (and in some ways what to do to avoid it). However, the content is factual and doesn't encourage the behaviour. I guess that might be where the line would be drawn if it is illegal, though; the encouragement of the behaviour.
Again, this is strictly speculative, so don't take my word 100% for it.
