Where do you plan on doing this. You would not be able to have them in one system. Depending on how you would want to run the land line you could either lease the lines or pay to have all the roads ripped up and your own lines put down. The cell phone you would have to look into what tech you would want to use CDMA or GSM. With the wifi you could run something like WiMax. But then again if you are not sitting on a small fortune then this all becomes nothing more then use full information as you will not be able to implement it. In addition either microwave connections, or hard connections to handle the back haul. Most national telco's haven't bothered with this as it would be very costly. In hindsight, we'd have done it with 100% Ubiquity. You can setup a network of repeaters to cover large areas. The country wants a phone for elderly that don't cost them to call fire or police unlike land lines who charge to install and keep running they phones should the elderly get sick or need emergency phone call they would be out of service due to cost.The country wants that stop. So the primary goal is that reason however since they want to setup such a system under request adding the cell features and wifi internet would help pay for the network.
