I'm going to be helping a client find and setup a new account and they need one that can handle high traffic. The provider MUST have a great reputation, low down time, quick response and great tech support. They get about 100-300 thousand hits per day. The dedicated hardware needs to be:
Intel PIII
Dual 700 or 800 Mhz cpu
512 MB memory
duel 9 GB SCSI in a SW/Raid 1 configuration
100 GB transfer
I've looked at some of the providers out there but wanted to know what others find to be the best first hand from having actually used them.

Rackspace is great, if you have enough money. If you don't have enough money, I'd still consider them, considering your list of requirements.
As for other places, I can't really comment on what I haven't seen first-hand.

I don't know much about delicated server host but how do you people compare hostventuresonline.com (http://venturesonline.com/Dedicated_Servers/dedicated_servers.html) with the rest above?

I found a...
RedHat Linux server...866mhz, 512 RAM, 60gig HD, 100GB for $250/month at Host2Own.
They do have a set up fee of $500 but looked like what you were looking for....

They charge by the 95th percentile, I think. In other words, they charge by bandwidth and not actual data transfer.... so if your traffic is bursty, you'll end up only being able to get about 10 - 20 GB's of actual data transfer. After it gets past that point, they'll charge you another $100 per 300 Kbps.... That's why it's important to ask them specifically before ordering because you can end up being screwed.
I have dual T-1 lines here and one of my sites can only get about 100 GB of actual data transfer per T-1 (if I'm lucky) ... even though a T-1 can handle up to about 480 GB around the clock.
