What is the best way for a prospective client to tell the speed and/or throughput capability of a host? Use a throughput utility of some kind? Do a traceroute and see what network they use?

I guess I am looking for hosts with speed and uptime as the highest priorities. So the best fiber network and datacenter is what I want, right? What's the best way to discover this about a host? Like whether or not they use InterNAP, NAC, etc...

traceroutes can be helpful to find out what kind of bandwidth it's probably running. Most hosts will give you a sample file to download to clock speeds and an IP to ping/traceroute.
