I don't know what I should use.

I got the dedicated sercer.

I just don't know of any seedbox programs that I can install on it (CentOS) which allow me to limit usage on a per-user basis.

I installed torrentflux and as my only seedbox package is unmetered I don't care about limits, but honestly its too buggy, some torrents start, some don't, some get stuck on "Connecting to peers" etc.

I installed transmission and thought it was GREAT but there wasn't a single way for me to create custom user accounts.

Please help me, hell im willing to pay.

Did you check the firewall settings on the host node?

TorrentFlux is very outdated. Stick to rTorrent with ruTorrent as a Web GUI and you'll be fine.

rtorrent + ruTorrent are the way to go :-)
