We may need more information to answer your question. Are you trying to limit what users have access to your server? Or are you trying to limit what users (on your network) can/cannot access on the Internet?
It makes a difference because the methods to accomplish are entirely different...

Create a account and set a permission to their browser,etc.. to no write/read.
or Create a 2 accounts, on first account set a permission to internet to no access/read/write and 2nd account with browsing permission
