I have been seeing master reseller windows hosting and was wondering what software those hosts are using to offer that? I was looking at Enkompass by cpanel but it goes up to reseller, not master.

I would have to guess the others: Plesk, DirectAdmin, etc.

DirectAdmin isn't on Windows that I know of.
Plesk doesn't do that either, from anything I've seen in the past 5 years.

The entire "master reseller" idea is stupid, and I don't see companies like Parallels wasting time on it.
They go after higher end hosting.

My mistake.

I disagree entirely on the master reseller idea being stupid, however. Being able to provision Reseller accounts to your customers, so they can in turn sell reseller accounts can be extremely valuable. I do think it can be over marketed (alpha master reseller extreme), but is by no means without value to certain users.

I think it is shortsighted of Parallels not to offer complete account control, actually.

OP: I apologize, but I'm running into problems finding what you're looking for. I used to have a list of Windows control panels, but I can't seem to find it right now.

Regards.

WebsitePanel allows resellers to create reseller accounts.

WebsitePanel is supported by Microsoft which is the creator of Windows :D
From the past 5 years, we tried Plesk for Windows several times but it has never been our choice.
For linux i'm sure more people prefer cpanel over Plesk.
