Has anyone done it, i havnt gotten a response from rackshack so im just wondering if anyone has set up mysql on the raq server at rackshack.net or to know if this is even possible.

Yes you can. I installed php4 and mySql on several RaQs. To get a quick step by step help, go to www.vBulletin.com forums, that will be a great help :)
