Your budget is too low considering your requirement. I'm not sure how much reliable will be a solution matching your budget. You can considering looking at shared hosting offers section and see if you can find something close.

There is some ok stuff out there for $60-$100 per year, you get what you pay for.

If you're actually using the full 15gigs, get a vps. You'll have a hard time finding a reliable shared host that will allow you to store that, especially for that price.

The OP's yearly budget is not enough to purchase a VPS for 1 month.
With $20/year budget, it would be easier to find a free windows host with basic features.

That's impossible to have something decent at that price IMO.
Windows hosting can't cost little.

budget is low, this for year or per month? for the give spec. If you need a reliable host suggest you revise the budget.

$20 per annum is too low for your requirement. You must increase your budget to buy Hosting.

If you are actually using that much space and bandwidth, it may be hard to find (reliable) hosting on your budget, as others have stated.

Just for a +1, I will echo the same sentiment - your budget is far too low! If you had maybe $5-10 per month then you'd be in luck and have a wide array of options. :)

If you want reliable hosting you need to invest minimum $5 month. Of course, you can find hosting for less then $1 / month, but you will see the problems for 10 days of service.

If you cant compromise on price then you have to compromise on quality, you cant complaint to someone who is providing 15GB space and 40GB B/W in $20 per year

You can get this from over-sellers at $20/yr but you can't use more then a MB on their GB Plans ;
