I need to get a windows virtual machine online. Very secure. It does NOT need any hosting ability. Just the ability to run apps in windows XP, 7 or 2003 that multiple users can access.

Is there a recommendation matrix someplace? What do YOU recommend?

Why do you need such? It will be much better to have local server for work, not remote.

You should check compatibility issue when running normal apps on server environment.
