We have a very small business that operates in Dallas. Therefore, I'm hoping to locate a windows based web host that might be located nearby to improve performance. Years ago with another business, I had a dedicated server at ThePlanet (now SoftLayer) and got excellent local performance.
Is there a shared hosting provider in the area that could be recommended? Requirements..
Windows ASP.net 4.0
SSL
Control Panel
10+ subdomains
100MB
I'm willing to pay a little more for performance, but can't justify dedicated pricing. No more than maybe $30 a month.
Any recommendations?

There's no reason to think a "nearby" host will give better performance. Geography is only one aspect that affects speed and performance. If anything, I'd say most of my Dallas experiences have been awful. One of the worst hosts I ever had (IonHosting) was located at The Planet. In general, I found The Planet speeds to be mediocre at best.
From a Texas physical location, I can get excellent speeds from EuroVPS and Coolwin.
Coolwin is in Kansas. EuroVPS is in Amsterdam.
I visit DFW quite often, and do work from a pair of laptops. I have zero speed complaints.
Hardware and peering is just as important as where they have their mail sent -- sometimes more so.

Maybe search for hosting provider with servers at softlayer.
You will need a dedicated ip to install ssl certificate.

I totally agree with the post made above by kpmedia, geography really has nothing to do with speed and performance, that's the beauty of the internet... in my experience, the most important factor that determines speed and web page loading times, is the connection your web host has to the internet, obviously, the bigger the connection, the more speed...
In general, hosting companies with large data enters on site, usually have very big and consequently very fast connections.... I recently made a post on this forum about a web host named Infrenion networks:

They are the web host which I use for my hosting business, and my websites are always lightning fast, since Infrenion Networks caters toward people who want to run full motion audio and video, their pipes are huge, and consequently, any site which resides on their servers will be lightning fast...
That would probably be a good guideline for you if you are interested in speed, look for a web host with "ffmpeg" already installed on their servers, that would mean that they are expecting you to run audio and video, or some other more bandwidth intensive solutions, and they will probably have bigger pipes than most hosting companies...
Although I use Infrenion Networks myself, I have no idea where they are physically located.... lol... (I think they are somewhere in the UK)....
If you absolutely must have a U.S.A. based web host, I know of another very good host, with a huge data center on site, and huge pipes connecting them to the internet, Advanced Internet Technologies:

I believe they are located in North Carolina, but they are more expensive than the host I am currently using, that's why I switched about three years ago...

You must think for diff regions to hold this service could be cheaper and of course geography does not matter according to Google results

If you do deem geography relevant, just spoke with arvixe rep, new accounts are going to their NJ servers, not TX servers.
