I don't know that I'd suggest 1&1 as a quality host.

If a Netherlands hosting account works, EuroVPS takes Paypal, and is a great host. At least according to their FAQ (http://eurovps.com/eng/aboutus/faq). (Note: I've always paid with a Visa card, never tried Paypal. I just assume the FAQ is correct.)

I'm not readily aware of a good-quality Windows host in DE. I've never been impressed by 1&1. There's really not a lot of good Windows providers Europe-wide, to be honest. Or shared hosting, in general. Europe is mostly populated by a lot of good VPS and dedicated providers.
