I've very fond of my Windows/Plesk server in Amsterdam (Easynet/Leaseweb DC) from EuroVPS.
Closest visible support is Portuguese: http://eurovps.com/pt/home (Ask them if they support Spanish. Maybe it's just not advertised?)
Speeds are excellent, worldwide.

could you please be more specific? are you looking for a US-based data center, where the staffs on the DC can speak Spanish OR are you looking for a European-based data center?

I hardly find a good data center operator located in Europe, but for US-based, thePlanet and Softlayer are highly recommended

I will certainly not recommend plesk. Think about other control panels.

well instead of searching great data centers , you need to test the ping response and download speed from the data center that you are going to select.

If you are getting fast ping responses , managed services and uptime gurantee from a certain DC , go with it.

Well

If you think plesk is not good for your windows server then there are more options like Hosting controller as well as Website Panel , but since Web site panel is an open source they havent got any support chain set up so go with Hosting controller

Microsoft support websitepanel and there's a whole team of developers contribute to the software as it's open source.

i won't suggest you for plesk.

Have you got poor experience with Plesk?
Can't agree with you here. Think much depends on the host you are with itself.

Plesk is good. It has a web master-friendly interface and simple.
Much depends on the web master priorities IMO.
